BASW Cymru Adroddiad Mai 2013/BASW Wales Report May 2013

Mae cryn ddiddordeb wedi cael ei greu yn ein Cynhadledd Flynyddol ar Ddiogelu sydd i’w gynnal yng Nghanolfan Catrin Finch, Prifysgol Glyndŵr, Wrecsam ar 12 Mehefin. Gwobrwyon Gwaith Cymdeithasol: Cysylltwyd â phob cyfarwyddwr gwasanaethau cymdeithasol, pennaeth gwasanaethau plant, pennaeth gwasanaethau i oedolion a rheolwyr hyfforddiant / datblygu mewn awdurdodau lleol yng Nghymru am wobrwyon eleni. Os nad ydych wedi gweld na chlywed unrhyw beth am hyn (os ydych yn gweithio mewn adran gwasanaethau cymdeithasol awdurdod lleol), yna cysylltwch â’ch cydweithwyr os gwelwch yn dda. Efallai yr hoffech ofyn i’ch cyfarwyddwr neu bennaeth gwasanaeth os ydynt am i ni gysylltu â hwy. Fodd bynnag, dywedwch wrth eich cydweithwyr a’ch rheolwyr. Bydd mwy o wybodaeth ar dudalen Cymru ar wefan BASW ac ym mis Mehefin yn PSW.

Aelodaeth: Mae is-grŵp o Bwyllgor BASW Cymru yn edrych ar ddulliau eraill o hybu’r pwysigrwydd o ymaelodi - a pharhau i fod yn aelodau o BASW. Mae’r gwaith yma yn bellgyrhaeddol ac mae’n cynnwys defnyddio gwybodaeth i dargedu mannau penodol, cyfarfod a thimau, ymweld â phrifysgolion, sioeau teithiol, digwyddiadau CPD a mwy. Mae’r nifer o aelodau yn parhau i gynyddu ac rydym yn hyderus y byddwn wedi cyrraedd y targed o 1,000 o aelodau yng Nghymru erbyn diwedd y mis.  Rydym eisoes wedi datgan bydd y milfed aelod yng Nghymru yn derbyn tanysgrifiad blwyddyn yn rhad ac am ddim. Mewn niferoedd mae cryfder gan  olygu y gallwn eich cefnogi gyda’ch anghenion. 

Arolwg ar oruchwylio: Mae’r arolwg wedi dod i ben erbyn hyn ac fe gyhoeddir enwau enillwyr ein gwobrwyon yn fuan, ynghyd ag adroddiad yn rhoi manylion am y canlyniadau. Bydd hwn yn cael ei ddefnyddio fel tystiolaeth i wella ymarferiad a chefnogaeth rheolaeth ymhellach, fel y gallwch wneud eich gwaith hyd yn oed yn well. Cadwch olwg ar y gofod hwn…. 

Hyfforddiant i’r Staff a Swyddogion Anrhydeddus: Mynychodd ein tri aelod o staff, ynghyd a thri swyddog anrhydeddus (Ian Ellison, Cath Taffurelli a Johnny O’Hagan), diwrnod o hyfforddiant ar arweinyddiaeth wleidyddol yn  Adeilad y Pierhead ym Mae Caerdydd. Trefnwyd y diwrnod gan Positif Politics ac roedd yn cynnwys cynrychiolwyr o broffesiynau iechyd perthynol. Ymunwyd a ni dros ginio gan Vaughan Gething AC (Cadeirydd y Pwyllgor Iechyd a Gofal Cymdeithasol)  a Bethan Jenkins AC.  Cawsom fewnwelediad i brosesau gwleidyddol ac mae’n addo y gallwn gael hyd yn oed fwy o effaith ar waith cymdeithasol yng Nghymru. 

Y Pwyllgor Rhyngwladol: Llongyfarchiadau i Craig Richardson, a etholwyd yn gynrychiolydd Cymru ar y Pwyllgor Rhyngwladol.

Swyddogion Arolygu Annibynnol (SAA): Yn dilyn cyfarfod a gynhaliwyd yn ddiweddar gyda Phrif Arolygydd Gwasanaethau Cymdeithasol yng Nghymru, Prif Weithredwr Cyngor Gofal Cymru, ADSS Cymru, Dave Allan (Undeb y Gweithwyr Cymdeithasol)  a Robin Moulster, byddem yn ceisio casglu fwy o dystiolaeth i amlygu’r pryderon a godwyd am swyddogaeth yr SAA, fel y gellir ymdrin â rhain mewn dull cadarnhaol.

Aelodau annibynnol: Mae BASW Cymru yn parhau i recriwtio aelodau sy’n gweithio’n annibynnol. Cynhaliwyd cyfarfodydd llwyddiannus yn ddiweddar gan Rwydwaith Annibynnol Gogledd Cymru yn Wrecsam ac un tebyg ar gyfer De Cymru yng Nghaerdydd. Bydd cyfarfodydd yn y dyfodol yn cael eu hysbysebu ar wefan BASW - mae fwy o wybodaeth i’w gael ar www.basw.co.uk/independents. Fe all weithwyr annibynnol cael eu heffeithio yn arbennig gan yr angen i rai ohonynt gofrestru ar wahân fel gweithwyr cymdeithasol ym mhob un o bedair gwlad y DU os maent yn gweithio ar draws y ffin. Mae hwn yn fater bydd BASW yn archwilio iddo ymhellach ac os hoffai unrhyw aelod trafod eu profiadau neu eu sylwadau dylent gysylltu â Gaye Sheridan.     

 Y diweddaraf ar ddeddfwriaeth

Mae gwaith y Grŵp Ymgynghorol ar y mesur Gwasanaethau Cymdeithasol a Llesiant (Cymru) yn dod i ben. Cafodd Robin y cyfle i roi tystiolaeth ar lafar i

Bwyllgor Iechyd a Gwasanaethau Cymdeithasol yn y Senedd ar 2 Mai, gan drafod y testun  Mynediad i Wasanaethau. Bydd y gyfres nesaf o gamau pwyllgorau yn digwydd rŵan a disgwylir i’r Mesur ddod yn gyfraith yn gynnar yn 2014.

Gwahoddwyd Robin rŵan i fod yn rhan o grŵp sy’n edrych ar ffurfio’r papur gwyn ar reoliad ag archwiliad. Cynhelir cyfarfod cyntaf y grŵp ar 23 Mai wrth i PSW fynd i’r wasg. Un o amcanion allweddol BASW Cymru bydd yr angen i reoleiddio Cod Ymarfer i Gyflogwyr Gweithwyr Gofal Cymdeithasol.

Undeb y Gweithwyr Cymdeithasol (SWU): Mae cangen broffesiynol BASW Cymru yn cydweithio’n agos gyda’n cydweithwyr yn Undeb y Gweithwyr Cymdeithasol (SWU). Mae llawer o faterion yn rhyng-gysylltiol. Social Work Awards: Every director of social services, head of children’s services, head of adult services and training/development manager in local authorities in Wales has been contacted about this year’s awards. If you haven’t seen or heard anything (if you work in a local authority social services department), please tell your colleagues. You might also want to ask your director or head of service if they wish us to contact them. Anyway, please tell your colleagues and managers. Further information will be on the Wales page of the BASW website and in June's PSW.

Membership: A sub group of the BASW Cymru Committee is looking at further ways to promote the importance of joining – and remaining – as BASW members. This is wide ranging and includes using information to target areas, meetings with teams, university visits, roadshows, CPD events and more. Our membership is continuing to rise and we fully expect to break the 1,000 member target in Wales by the end of this month. We have already said that the thousandth member in Wales will get one year’s free subscription. Strength in numbers means strength on issues to support your needs.

Supervision survey: We have now closed the survey and the winners of our prizes will be announced shortly, along with a report detailing the outcomes. This will be used as evidence to further improve practice and management support, so that you can do an even better job. Watch this space …

Staff and Honorary Officers Training: Our three staff members, together with three honorary officers (Ian Ellison, Cath Taffurelli and Johnny O’Hagan), attended a day of political leadership training at the Pierhead Building in Cardiff Bay. The day was run by Positif Politics and included representatives from allied health professions. We were joined over lunch by Vaughan Gething AM (Chair of the Health and Social Care Committee) and Bethan Jenkins AM. This gave us insight into the political process and promises to enable us to make an even greater impact for social work in Wales.

International Committee: Congratulations to Craig Richardson, who has been elected as the Wales representative on the International Committee.

Independent Reviewing Officers: Following a recent meeting with the Chief Inspector of Social Services in Wales, the Chief Executive of the Care Council for Wales, ADSS Cymru, Dave Allan (Social Workers Union) and Robin Moulster, we will be looking to gather further evidence to highlight concerns raised about the IRO role, so that these can be addressed positively.

Independent members: BASW Cymru continues to recruit members who are working independently. Successful meetings were held recently by the North Wales Independents Network in Wrexham and a South Wales equivalent in Cardiff. Future meetings are advertised on the BASW website – find out more by visiting www.basw.co.uk/independents. Independents could be particularly affected by a requirement for some independents to register separately as a social worker in each of the four countries of the UK if they work cross border. This is an issue BASW UK is investigating further and any members wishing to discuss their experiences or views should contact Gaye Sheridan.

Legislation update        

The work of the Social Services and Well-Being (Wales) Bill Advisory Group is now drawing to a close. Robin had the opportunity to give oral evidence to the Health and Social Services Committee at the Senedd on 2 May, discussing the topic, Access to Services. The next round of committee stages will now take place and the Bill is expected to become law early in 2014.

Robin has now been invited to be part of a group looking at the formation of the white paper on regulation and inspection. The first meeting of this group is to be held on 23 May as PSW goes to press. The need to regulate the Code of Practice for Employers of Social Care Workers will be a key aim for BASW Cymru.

SWU: The professional arm of BASW Cymru works closely with our colleagues in the Social Workers Union (SWU). Many issues are inter-connected.
