ADASS Spring Budget Survey 2022: BASW England response
ADASS, the Association of Directors of Adult Social Services, have released its Spring Budget Survey 2022.
The survey, which is regarded as the “leading and most comprehensive assessment of adult social care” makes for concerning reading.
The results have led to ADASS warning that “the year ahead will be the most challenging for adult social care and the people needing and working in it have ever faced”.
The key findings tell a story of increased demand, increase in referrals and significant challenges facing the NHS, including:
- 87% of Directors reporting increased requests and referrals because of mental health issues
- 67% reporting increased requests due to domestic abuse and safeguarding concerns
- 73% reporting rising numbers of referrals and requests because of a breakdown of unpaid carer arrangements
The report also highlights increased challenges for the NHS which is leading to requests for adult social care and support with 82% of Directors reporting increased referrals and activity for people who are being discharged from hospital.

Maris Stratulis, National Director (BASW England) said: “Yet again, we see further evidence that health and social care services remain under intense pressure.
“The scale of the problem needs to be met with immediate action from government, including a significant funding package and a proper plan to help protect and support the health and social care workforce in this country.
“Our members have told us time and time again: that the system is at breaking point and that without intervention we will see more people denied the support and care that they need, including carers.
“BASW England calls on the government to act now and invest in adult social care, or risk a devastating crisis this winter and beyond."
