BASW Cymru Adroddiad – Hydref 2013/BASW Wales Report - October 2013

Mae’n amlwg bod ‘llwyddiant’ yn ‘magu llwyddiant’ a dyna’n sicr yw’r achos gydag aelodaeth BASW ar draws y DU. Yma yng Nghymru mae rhif yr aelodaeth erbyn hyn wedi chwyddo i dros 1,000 wrth i ni barhau i ychwanegu cryfder i’n mudiad - llais proffesiwn gwaith cymdeithasol.

Sail y llwyddiant yma yng Nghymru yw’r cydweithio fel tîm rhwng y staff a Phwyllgor BASW Cymru, yn ogystal â’r argyhoeddiad bod pob un ohonoch - fel aelodau unigol - yn hanfodol bwysig. Diolch am fod yn rhan o BASW a’ch bod, yn eich tro, yn chwarae rhan mor allweddol yn nyfodol eich proffesiwn.

Coleg Gofal Cymdeithasol a Gwaith Cymdeithasol yng Nghymru

Erbyn i chi ddarllen yr adroddiad hwn, bydd dau ddigwyddiad o bwys wedi helpu i egluro bwriad Llywodraeth Cynulliad Cymru am goleg yng Nghymru - a ddadlennwyd yn gyntaf yn yr haf gan y gweinidog, Gwenda Thomas.

Yn gyntaf, fe gynhelir trafodaeth allweddol rhwng BASW, BASW Cymru a Chyngor Gofal Cymru ar 29 Medi. Disgwylir bydd y trafodaethau hyn yn canolbwyntio ar rôl a ffiniau'r Cyngor Gofal ac yn dynodi’r mannau eraill lle ceir gweithio ar y cyd rhwng ein mudiadau. Bydd y pedwar pwynt y cyfeiriwyd atynt yn rhifyn mis diwethaf o PSW yn fan cychwyn i’r trafodaethau hyn. 

Yn ail, bydd y papur gwyn hir ddisgwyliedig ar reoleiddio ag archwilio yn cael ei gyhoeddi ar gyfer ymgynghoriad ar 30 Medi. Bydd hwn yn gosod allan y cynigion am rôl a dyfodol Cyngor Gofal Cymru, gan wahodd cyfraniadau yn ystod y cyfnod ymgynghori a ddaw i ben yn gynnar yn Ionawr 2014. Yn amlwg, mae yna lawer o faterion mewn perthynas â gwaith cymdeithasol (a phroffesiynau iechyd eraill sy’n bartneriaid) sydd dal angen eu deall gan Lywodraeth Cymru. Nid y lleiaf o’r rhain yw’r mater o gofrestriad ‘Gwlad v DU’ a’r effaith gall y materion hyn cael - nid yn unig arnom ni fel gweithwyr cymdeithasol ond hefyd ar ddefnyddwyr y gwasanaethau a’u gofalwyr.  

Deddfwriaeth newydd

Mae gwaith yn parhau yn y cyfarfodydd gydag Aelodau’r Cynulliad (AC) mewn perthynas â newidiadau i Fesur Gwasanaethau Cymdeithasol a Lles (Cymru) oherwydd bydd y darn yma o ddeddfwriaeth yn mynd trwy Gam 2 rhwng Hydref a Rhagfyr 2013. Mae BASW Cymru yn un o nifer o grwpiau sy’n ceisio dylanwadu ar wleidyddion fel bod y fframwaith deddfwriaethol terfynol yn cynnig y canlyniadau gorau i weithwyr cymdeithasol a defnyddwyr y gwasanaethau. A fydd y canlyniad yn cyd-fynd a bwriadau gwreiddiol Llywodraeth Cymru? ....  amser yn unig a ddengys.

Amser gwobrwyo

Roeddem yn hapus iawn efo’r enwebiadau a dderbyniwyd gennym ar gyfer Gwobrau Gwaith Cymdeithasol BASW Cymru 2013, yn cynnwys rhai o ardaloedd o Gymru nad oeddynt  wedi  cynnig ymgeiswyr yn y gorffennol.  Fodd bynnag, mae’n ymddangos, er yr holl gyhoeddusrwydd a roddwyd gennym a’r ffaith i ni gysylltu â phob Cyfarwyddwr, Pennaeth Gwasanaeth a Rheolwr Hyfforddiant / Datblygu yn yr awdurdodau ledled Cymru, anfonodd un o’r awdurdodau hyn enwebiad i’r gwobrwyon yn Lloegr heb wybod am wobrwyon Cymru o gwbl.

Yn fwy cadarnhaol, bydd adroddiad llawn am y seremoni gwobrwyo yn y Senedd ar 1 Hydref yn erthygl nodwedd yn rhifyn mis nesaf o PSW.

Ymweld â phrifysgolion

Mae Medi yn fis prysur iawn i’r staff ag aelodau’r pwyllgor ac mi fyddant wedi ymweld â phob prifysgol gyda chwrs gradd gwaith cymdeithasol (uwchraddedig ag israddedig) yng Nghymru erbyn diwedd y mis. Mae’n gyfnod cyffrous iawn i gyfarfod a’r bobl hynny a fydd yn ddyfodol ein proffesiwn. Diolch yn fawr iawn i bawb a alluogodd i’r ymweliadau hyn ddigwydd, yn arbennig Gaye Sheridan a gydlynodd y mwyafrif o’r ymweliadau ac a baratôdd y cyflwyniadau.

‘Success’ apparently ‘breeds success’ and that is certainly the case with BASW membership across the UK. In Wales, we have now surged beyond 1,000 members as we continue to add strength to our organisation – the voice of the social work profession.

Success here in Wales is built on a teamwork approach between staff and the BASW Cymru Committee, as well as the belief that every one of you – as individual members – are crucially important. Thank you for being with BASW and, in turn, playing such as key role in your profession’s future.

College of Social Care & Social Work in Wales

By the time you read this report there would have been two key events that will help to clarify the issue of the Welsh Assembly Government’s proposal for a college in Wales – first revealed by the minister, Gwenda Thomas, in the summer.

Firstly, a key discussion between BASW, BASW Cymru and the Care Council for Wales will take place on 29 September. It is expected that the talks will focus on the role and boundaries of the Care Council and on identifying further areas for joint work between our organisations. The four points we set out in last month’s PSW report will offer a key starting point for these discussions.

Secondly, the long awaited white paper on regulation and inspection is due to be published for consultation on 30 September. This will set out proposals around the role and future of the Care Council for Wales, inviting contributions to a consultation period that is due to conclude in early January 2014. Clearly, there are many issues in relation to social work (and other partner health professions) that still need to be understood by the Welsh Government. Not the least of these is the issue of ‘Country v UK-wide’ registration and the impact that such issues have – not only on us as social workers but also on service users and their carers.

New legislation

Work continues in meetings with Assembly Members (AMs) in relation to amendments to the Social Services and Well Being (Wales) Bill as this piece of legislation goes through Stage 2 between October and December 2013. BASW Cymru is one of a number of groups seeking to influence politicians so that the final legal framework offers the best possible outcomes for social workers and service users. Whether this end result matches the Welsh Government’s original intentions … only time will tell.

It’s awards time

We were delighted with the nominations we received for the BASW Cymru Annual Social Work Awards 2013, including some from areas of Wales that hadn’t previously put candidates forward. However, it appears that despite all our publicity and the fact we contacted every Director, Head of Service and Training /Development Manager in local authorities across Wales, one of these authorities sent a nomination to the equivalent awards for England and didn’t know about the Welsh awards at all.

More positively, a full report on our awards ceremony at the Senedd on 1 October, will feature in next month’s PSW.

University visits

September is a very busy month for staff and committee members who will have visited every university social work degree course (post and under graduate) in Wales by the end of the month. It is a very exciting time to meet people who are to become the future of our profession. A big thanks to everyone who made this visits possible, especially Gaye Sheridan who co-ordinated most of the visits and planned the presentations.
