BASW action and resources during COVID
We used our influence to support social workers and the communities we serve during the pandemic
Since the start of the pandemic, priority areas during Covid included PPE, testing, support and guidance, support for vulnerable groups and recognition for social work. A full list of priority areas is below.
- We launched ‘Social work during the Covid-19 pandemic: Initial Findings’ reports the results of a survey by conducted by The British Association of Social Work (BASW), between 30 November and 31 December 2020 across the four nations of the UK.
- We have captured feedback from 2200 social workers (at 14 July 2020) to hear what the issues are, and continue to collect feedback to highlight to social work leaders what the priorities for social work are and have set out priority areas of focus.
- Shared an open letter to the Prime Minister calling for PPE, priority testing for social workers, supporting social workers back into the workforce, supporting vulnerable groups and whilst it is good news that social workers are recognised as key workers – we want more acknowledgment of the important work social workers do.
- Upholding Human Rights during Covid-19. The pandemic is exposing great inequality in impact and in human rights protection across the UK. BASW sets out urgent concerns and demands on upholding Human Rights during Covid-19. Updated 24 June 2020.
- Continue to work with leaders from Department of Health and Social Care (DHSC), Department for Education (DfE) and Social Work England to raise the issues and challenges that social workers are experiencing
- Working around the UK to raise the issues with policy and government leaders in England, Scotland, Wales and Northern Ireland.
- Spoke out in the media on the issues social workers are facing, including BBC broadcast, trade press and regional news.
We have:
- We have launched the BASW Professional Support Service - to support BASW members, to help you debrief and reflect upon any current concerns you may have in a reflective space with one of our peer support coaches.
- Developed a hub of resources, information and guidance for social work during the pandemic, including Ethical guidance, digital capabilities framework, home visits guidance, children and families social work, hospital social work with adults, End of Life social work and resources for AMHP and independent social workers - plus new webinars.
- Shared best practice on what is working during the pandemic.
- BASW joined academics and sector leaders call for COVID-19 Wellbeing Taskforce, launched the wellbing toolkit and shared wellbeing resources.
- Building public perception of social work through the media and captured the voices of membership through blogs and reflections of social work during the pandemic.
BASW team serving members
We have:
- Adapted our services to respond to membership needs, such as the advice and representation service to support members with professional advice and guidance.
- Set up our membership team to be on hand to talk directly to our members with any membership 1-1 queries and support members using the membership online hub
- We have set up remote meetings for our branches, networks and groups, to connect together and with BASW and to provide pathways for members to feed into new policy such as the Coronavirus Act and new ways of working during the pandemic.
- Set up weekly forums to support social workers and to offer peer support, such as the new Independents virtual discussion events .
Priority areas that we focused on:
- Hygiene equipment, protective equipment and testing
- Covid-19 and Vaccination: A BASW position statement. Social workers are a high priority for vaccination and BASW and SWU statements on compulsory Covid-19 vaccination
- Consistent guidance on keeping social workers safe in the office
- Equipment for home working,
- Essential guidance on safety for home visits
- Guidance on essential and non-essential work, and the ethics of decision making
- Advice on how to meet essential work flexibly, including community support
- Clarity about accountability if we cannot meet needs
- Social work advocacy about upholding human rights
- Resource for additional service provision
- Clarity about how additional social workers can enter the workforce
- Clarity about what this means for students’ qualification and jobs
- Support for independents, locums and agency staff
- Support for vulnerable young people, families and adults that may not have adequate access to food supplies,
- Accessibility to information and who are isolated, placed out of borough or in semi-independent living.
- Asylum seeking children, young people or adults and people who do not speak or read English

First Minister Mark Drakeford and NHS Wales are appealing to the Welsh public to download a new COVID Symptom Tracker app to help the NHS response to COVID-19 in Wales.
Social Care Wales
Social Care Wales are arranging for the temporary registration of social workers who were previously registered as a response to the increased need for social workers during the pandemic. Here is the information you need to register temporarily as a social worker with them.
Social Care Wales have issued registration cards for social care workers from the 15 April 2020. This is a card that identifies social care workers and confirms they are key workers in fighting the current pandemic.
Public Health Wales
Public Health Wales will be providing a daily statement at 12 noon on the Novel Coronavirus outbreak.
They've also provided useful guides on self-isolation, social distancing and a Coronavirus resources page which is full of useful information and social media videos.
The UK Government
There has been a welcome significant change in the guidance given in relation to people who have a learning disability or autism. It says “If you (or a person in your care) have a specific health condition that requires you to leave the home to maintain your health - including if that involves travel beyond your local area - then you can do so. This could, for example, include where individuals with learning disabilities or autism require specific exercise in an open space two or three times each day - ideally in line with a care plan agreed with a medical professional”

The Committee on the Administration of Justice has published a paper examining the emergency legislation introduced in Northern Ireland in relation to COVID-19. It assesses the emergency measures recognising that we are in extraordinary times where specific targeted actions are required, but where the is still a need for vigilance against excessive powers that may make the situation worse.
The Chief Social Work Officer has written to recently retired social workers in NI asking them to consider returning to social work practice in light of the aditional demands the COVID-19 outbreak will place on the social work profession.
The Department of Health has published emergency codes of practice for the Mental Capacity Act (Northern Ireland) 2020 and the Mental Health (Northen Ireland) Order 1986 reflecting the changes made by the Coronavirus Act 2020. These should be read alongside the existing Codes of Practice. They are not full replacements as they only cover the emergency provisions. If an area of practice is not covered by the new legislation or code, the requirements remain as before.
The Department has also published two new directions about the appointment of Approved Social Workers. These directions do not supersede the original directions which remain in place. Instead, they widen the options for who can be considered for appointment as Approved Social Workers.
The Department of Health has published COVID-19 guidance for foster care and supported lodgings settings, nursing and residential care homes, and for providers of homeless hostels, refuges, day centres and shelters.
On 8 April, BASW NI Chair, Orlaith McGibbon, wrote to the Minister for Health, outlining our members' concerns, and stressing the urgent need for adequate provision of PPE and guidance on its use in social work specific scenarios.
On 7 May BASW NI briefed the NI Assembly Health Committee on a range of issues impacting the social work profession during the COVID-19 pandemic. Ahead of the evidence session the Association provided committee members with a briefing paper to inform their consideration of the key issues.

Letter from the Chief Medical Officer to people on the highest risk list (December 2021)
Read this letter from the CMO outlining the latest guidance for people who are at high risk from becoming seriously unwell from Covid-19.
Correspondence from Humza Yousaf, Cabinet Secretary for Health & Social Care, outlining advice for NHS Boards and Health & Social Care Partnerships on discharge from hospital. SASW finds the content within it deeply concerning in terms of people's rights. SASW expects this letter will be signed by either the Chief Officer of the relevant H&SC Partnership or the NHS CEO. We understand that local areas will agree who is most suitable. A number of areas already have a version of this that may have a gentler tone that they may continue to use. We understand that, within Scottish Government, the issues around discharge are recognised and that social care and social work are not being blamed but that availability of social care is the real factor and has been for some time. Scottish Government has developed this letter is in anticipation of potential 24% absence rates due to Omicron and also to create capacity in hospitals for the pending emerging Omicron cases. We have raised our concerns around pressure being put on individuals and families and that issues of capacity, legal process and rights are not addressed in this letter. The COVID-19 vaccine booster dose will help extend the protection gained from the first two doses and give longer term protection for individuals, vulnerable people and beyond. It's even more important to get the booster in light of the omicron variant. SASW understands government is looking for opportunities to streamline the vaccination process for health and social care staff and we are actively raising this on behalf of members. We will keep you posted on any progress.

Further Changes to MHTS In-Person Hearing Arrangements (15th December 2021)
Owing to the recent emergence of the Omicron variant of coronavirus, MHTS requires to alter its curent arrangements for hearings. At present, there are eight hospitals where in-person hearings are being arranged, if that appears to reflect the patient's preference. From now on, they will remain able to offer in-person hearings only in those particular hospitals and only where there are factors which, objectively, indicate that a teleconference hearing would present particular difficulties for a patient. For the remaining cases, as with hearings in all other venues in Scotland, teleconferencing will again become the norm.

Adult social care winter preparedness
The Scottish Government has published the Adult Social Care Winter Preparedness Plan 2020-21. The plan sets out the measures already in place that must be retained and those that need to be introduced across the adult social care sector over winter 2020-21.
Update for justice social work services
On 23 October 2020, the Scottish Government published a new Strategic Framework, setting out levels of intervention to be adopted in the future – either locally, or across Scotland – depending on continued monitoring of COVID-19 data. This came into effect on 02 November 2020.
NHS National Services Scotland (NSS) has set up a helpline to deal with social care supplies during COVID-19.
At the moment, the helpline is to be used only in cases where there is an urgent supply shortage and a suspected or confirmed case of COVID-19. This will be reviewed regularly in the coming days and weeks. Care service providers can reach the NHS NSS triage centre by calling 0300 303 3020.

- The Committee discussed the instrument and the BASW’s contribution on Tuesday 5 May and published our evidence on their website at https://committees.parliament.uk/committee/255/secondary-legislation-scrutiny-committee, so that it is available to all Members. The Committee’s report, which raises concerns about these Regulations, was published this morning and can also be found on the UK Parliament website.

- Supported BASW England branches to meet remotely and connected them along with students and NQSW's to influence BASW priorities.

- Had a range media appearances and coverage (BBC, Guardian, social media etc)
- Held online for forums for social workers to network and influence BASW’s priorities
- Supported the development of key BASW during Covid 19 resources

- Supporting autistic adults and adults with learning disabilities during coronavirus outbreak (25 March 2020)
Joint statement by the British Association of Social Workers (BASW) and the Social Care Institute for Excellence (SCIE)
"We are living in unprecedented time. Autistic adults and people with learning disabilities are likely to find the coronavirus outbreak, the restrictions placed on daily living, and the changes to how their support is delivered, particularly confusing, worrying and in some situations distressing."
- Students need to be given the opportunities and support to make the choices they want to make about placements in these uncertain times (25 March 2020)
BASW has received over 1,200 responses to our COVID - 19 survey and a number of student responses have highlighted concerns about not wanting to remain in their placements but feeling pressured to do so and that if they don’t they fear it will jeopardise their graduation and career prospects . - The Department for Education is already in extensive discussion with sector leaders including BASW England as set out by Isabelle Trowler, Chief Social Worker for England (Children and Families) 20 March 2020.
